The Local Exaction system was finalized by Akira Tamura for the city of Yokohama in 1968 and adopted for nearly forty years. Then it was finally abolished in 2004. Tamura wrote the early history of the LDE system for his Ph.D. thesis, although the latter half was not clear in terms of its management and final abolition. Therefore, Taguchi challenged to clarify the meaning of the LDE system for local governments of Japan.
